Must be Kerala Police. I have seen an episode in Satyameva Jayate. From where i have came to this conclusion.
They Said more cases are registered in Kerala and this doesn't mean Kerala has lot of criminals in India, It means The people confidence on police and justice is higher. So without fear they Register the crime cases. And police are friendly as well as strict and less corruptive.
Reason behind Kerala police is less corruptive as they said in programme is, Every Police starts as a constable , Then Yaettu ( The next level after constable ) , and SI and inspector and so on. They cannot bribe to become a higher official . They are not giving bribe so they also don't want to get bribe.
I have also heard Tamil Nadu police is the best. Due to this they employ more Tamil Police in Tihar Jail. They are famous for their investigations. but not sure how much truth in this. I am from Tamil Nadu, So i believed this one blindly. Ha Ha.
