If you’re referring to the core of the black hole , then it’s neither. No one really knows the true nature of the core; it could be something we’ve never thought of. But it will be vastly denser than the densest solid (which is still over 99% “empty” space). The core certainly won’t be solid or gaseous, because those require intact atoms. The atoms get ripped apart long before the black hole stage.

Black is not of any kind of state of matter. Till now scientists don't know the opposite part of black hole. Though Black hole are made due to collision of two or more giant stars and are made up of hot plasma but due to other variance they are in different state.
