New Delhi: The Bihar Assembly on Thursday unanimously passed a resolution requesting the Centre to hold the 2021 census on the basis of caste.

This is the second time Bihar has passed this resolution in the recent past. On February 18, 2019, too, it had passed the same resolution.Two days ago, chief minister Nitish Kumar had said in the House that a fresh resolution be passed for caste-based census.

On Tuesday, Bihar Assembly passed a resolution against NRC in the state. Besides, it also passed a resolution favouring the 2010 National Population Register (NPR) format.

Bihar’s information minister and senior JDU leader Neeraj Kumar said the resolution passed by the state assembly showed that the CM is committed to socialism. JDU has been demanding castebased census for a long time and it raised the issue at the NDA meeting on January 31.The decision to adopt the resolution for caste-based census has political significance as it comes seven months ahead of the Assembly polls. The BJP was not surprised as the CM had raised the issue in the house on Tuesday.

“This is not the first time such a resolution has been passed. It was passed earlier and has been done again,” Nand Kishor Yadav, cabinet minister and senior BJP leader, told media persons.It’s a good thing that the resolution has been passed now. A caste-based reservation would help in giving fair representation to different most backward classes,” said Arun Kumar Sinha, BJP chief whip in the Bihar assembly.

It is the second time in two days that Nitish has tried to address his core constituency of Muslims and OBCs and forced the BJP to play the supporting role. First, it was on resolutions on NPR and NRC and now with re-introduction of resolution on caste-based census. It is being seen as a pressure tactics from Nitish and in both the cases the ball is in centre's court now.
