Correct option is (b) that is electron behavior causes shining and conductivity of metals.

For conductivity as electrons are free and electrons from the outer source push into the metal wire at one end, so that electron could pass through the wire and can come out from other end. For shininess free electrons can absorb photon and surface electron can bounce back light at a same frequency at which it hits the surface so metals appear shiny.
