In prokaryotes, naked DNA is present in the cytoplasm. They lack all membrane bound cell organelles like mitochondria, nucleus, Golgi apparatus etc. Hence, the DNA keeps floating around in the cytoplasm of the cell in the region called as nucleoid - nucleus like.

In contrast, eukaryotic cells contain well developed membrane bound nucleus and other cell organelles like mitochondria, Golgi apparatus, lysosomes etc. In eukaryotes, DNA is found in nucleoplasm of the nucleus and not in the cytoplasm of the cell.
