  • The small particles of sugar are easily captured by water molecules so, it dissolves easily in water.
  • Flour has starch which makes the tightly bounded helical structure. Thus it doesn't react with water easily and remains insoluble in water rather it make a suspension.
  • That's why sugar is more soluble than flour in water.
