Social order is always maintained by the treat of violence in one form or another. Legal systems are maintained by the threat of forced imprisonment followed by violence at the hands of other inmates.  

 Earlier civilizations used the threat of forced exile either within  ( shunning ) or outside of the society. The threat of death ( execution) is always used to force compliance with social norms and was used by almost  every society on Earth.

  Institutionalized public displays of violence are used in Islamic countries. People are beaten and beheaded in public.

 In conclusion; While the forms may vary, the threat of violence is always used to maintain social order.
