Hi Anjali,
Union Territories do not enjoy such powers. They're governed by the government in a different manner.

The territories of Chandigarh, Lakshadweep or the capital city of Delhi are known as the Union Territories. These territories do not have the powers of a State.
EXPLANATION:
The ‘Union territories’ do not have much power. These territories run by the powers of the central government. Since these areas are small they cannot be termed as Independent states and cannot be combined with the other states also.
They have a ‘Lieutenant Governor’ who is the main administrator of the state.
