Private sector does not provide many things because some of these things require large sums of money, which is beyond the capacity of the private sector. Also, collecting money from thousands of people, is not easy an easy task. Even if the private sector provides these things, the rates would be high. Roads, bridges, railways, harbors generating electricity, providing irrigation through dams are main construction.

Thus, governments have to undertake such heavy expenditure and ensure that they are available to every individual.
