The three princely states which refused to agree to the accession pact were:
1) Hyderabad
2) Junagadh
3) Jammu and Kashmir
These states were not ready to become the part of Independent India and did not want to merge with other princely states. They did not want to loose their control over their territory by merging with other states to form a democratic country.
It was a difficult task to merge 562 princely states and bring them together to form the whole nation but Sardar Patel somehow made it happen.
