The trait of the wind is that it works two ways, it helps to make some fires grow stronger, whilst it tends to blow out the fires which are weak.

In this poem by Subramanya Bharathiar there is a use of connotations in the name of wind to help address a larger subject matter at hand, i.e of how many people go through the various obstacles in life.

The wind is a personification and  its traits of having positive and negative affects on the strong fires, is what the poet talks about. That those who are weak will suffer but the ones who have some will power and strength will go on. Life's challenges can't do much harm to them, but make them persistent to thrive in what they believe in.
