The European powers who were in the process of colonising Africa, were regulated and these regulations formulated by the Berlin Conference of 1884 – 85. Germany, an emerging imperial power, initiated this conference.

One of the main requirements for effective occupation of a territory in Africa, was to have a written and signed Treaty with the territory’s leader, fly the colonising country’s flag and maintain a police force in that territory.
