Germany and Italy were divided into many States. They had Constitution's rules and conditions. They followed the Constitution. Also many States of these two countries were under control by foreign rulers.

Under foreign rulers people's life were distracted, because their new rules changing hampered political social economical life. They were struggling against this changing methods.
