Answer: Solon (important political figure) was responsible for assembling and establishing the supreme court in Athenes, known as the Heliaia.

It was operated by 6.000 members chosen by lot each year. The hearings took place in open spaces and an audience could gather around. A preliminary investigation would be done beforehand, with some conclusions of this investigation presented at the start. Then the denouncer, the accused and the witnesses would be heard.

It was different from other tribunals and councils of the time (like the court of Areios Pagos), as the jurors weren't intellectuals and aristocrats or any kind of elite group, but rather normal people.
