electrostatics deals with phenomena and properties of stationary. Electrostatic phenomena arise from the forces that electric exert on each other. Such forces are described by charge enclosed by the surface.

The force exerted by an electrically charged object is called as electro static force.
An electrically charged object can exert an electro static force on an unchanged body or another charged body .
For example:
When we take plastic comb and rub it on our hairs for about one minute. Then bring this comb near tiny pieces of paper.we will find that this comb attracts the tiny pieces of paper.

The electro static force can be exerted by a charged body on another object from a distance ( even they are not in touch with each other). So electro static force is an example of non contact force .
