When water is in the form of ice:
Only vibrational motion is present at the molecular level.
At macro level a block of ice can have vibrational/translatory/rotational motion, induced externally by forces .

When water is in the form of liquid:
The molecules have vibratory, translational and rotational motions.
At macro level water can have translational motion, when water flows.

When water is in the form of vapour:
The molecules have vibratory , translational and rotational motions.
