as we know nitrogen has a valency of three.

so nitrogen can combine with three hydrogen atoms to become stable.

In this case it combine with four hydrogen atom ,so it form ammonium ion NH4^+,and on the other hand chlorine gain stability by gaining one electron,so it become negtaively charge.

Hence,they both combine them become neutral.

NH4^+ +Cl^-=NH4Cl

In KHF4, flourine is present,which is highly electronegative,so it snatches electromd from other atoms and form bond.
