People can vote for these officials and make them as their representatives, but before that, these officials should justify their eligibility for gaining mass votes.
Democracy is a term which is used for some particular governments which are run by the people and work for the people. Democracy is needed for national peace, and in democracy, normal people can run the government directly or indirectly.
