While it was once the case a very, very long time ago, IP addresses have not been assigned by any volunteer organization for quite some time. The internal IP address of a computer on a LAN is assigned by its router via the protocol known as DHCP. External IP addresses (the ones that actually access the internet) are assigned by your internet service provider, which is a for-profit company in most cases.
