After accompanying various general elections and bye-elections for Lok Sabha and Rajya Sabha for 40 years from 1951 to 1993, and after various rounds of negotiations with political parties and State electoral authorities in the late 1980s and early 1990s, the Election Commission made a famous procession on the 28th August, 1993, addressing the issuance of Electoral Identity Cards to all voters in all States excluding Jammu & Kashmir and Union Territories.
After this issuance Haryana was first Indian state to use electoral identity card.
