Light is an electro magnetic wave. It contains energy . Light loses its energy as the distance travelled by it increases.
 
Whereas, a conductor is an element which has the properties of low resistivity and can conduct a current through them. Here , the conductor serves as a medium in which electrons ( energy ) flow. 

We cannot compare energy with passive materials. These quantities are incommensurable. 

Well, let me explain you with an example. Consider the case of a lightning. 
When there is a huge potential difference between the clouds which carry charges and the ground , then air breakdowns. Due to this, the dielectric properties of air are lost and air acts as a conductor. When charges flow through this medium , it produces intense heat and electromagnetic radiation (light). So , air acts as a conductor and heat and light are dissipated as energy. 

Using the above example, let me show how light cannot be a good CONDUCTOR . If it was a good conductor of electricity , then huge number of charges should flow in the path where light travels. This should cause huge damage to its surroundings , like affecting a large portion of the area where light strikes. Since this is not the case, we can safely conclude that light cannot conduct electricity.

In fact, electricity does not conduct nearly as well in water with absolutely no salt, but in fact it is very hard to get water with absolutely no ions in it. Now, on to radio waves
