Electromagnetic waves area the propagation and such waves can travel through the vacuum of outer space.

But mechanical waves need a material medium to transport or pass through the vacuum and they can form energy by travelling from one location to another.

But electromagnetic wave does not require such medium to travel and they can produce propagation through vacuum without any additional material medium.
