Before we can talk about NTR rule we need to first understand the circumstances that were prevailing in AP during those days.

Congress party had dominated and ruled AP since its formation and barring a handful few like PV Narasimha Rao, all the Congress chief ministers were known to encourage and support extreme corruption and lawlessness. Central government for its part too used to discriminate against AP in terms of funds allocation etc. The local congress leadership never cared about the well being of AP.

Under these circumstances NTR entered the political scene and started doing aggressive propaganda that he will clean AP politics, liberate people from caste based political domination plaguing AP since decades and not to cow down before the central government. He promised in a way to bring about the radical changes that Periyar and Anna brought to Tamil Society.

However, once in the hot seat NTR was no better than his predecessors. Though he deserves credit for bringing some law and order in the state, he has been accused of promoting and encouraging his caste in almost every sphere. He used to show undue favour to his caste in allocation of political posts, top positions in bureaucracy and in each and every state government owned establishment.

Many rowdy elements belonging to his community were given political immunity and were used as weapons against his political opponents.

NTR also turned a blind eye to mass land grabbing of mining, commercial, barren and agricultural lands by his community. Though of course being a smart politician he did allow a small percentage of the spoils to fall into the hands of numerically superior OBC community who formed his support base.

Hence NTR is considered a god like figure by his community for his contribution to their upliftment and empowerment.

Periyar and Annadurai loved all tamils and didnt show any caste biases and were instrumental in bringing about radical and palpable changes to tamil society. On the other hand NTR and his TDP party succeeded in bringing about radical and palpable changes to his community primarily.
