As early as in 1928, Moti Lal Nehru along with 8 other Congress leaders prepared the ‘Nehru Report’ which was like the mini constitution of India. The Report included universal adult franchise, right to freedom and equality and protection of the rights of minorities. These principles were readily included in the Constitution of India.
The familiarity with political institutions of the colonial rule also helped in developing one consensus over how the constitution should develop and include.
The experience gained by the Indians in 1937 provincial elections proved to be very useful in setting up their own institutions.
