A solid has more density than the liquid because in solids , the particles are tightly packed with each other with a great interparticle force as compared to liquid whose particles are less tightly packed with a interparticle force less than the solids.Therefore the mass per unit volume of solids is more the mass per unit volume of a liquid.
But in case of ice and water,Ice floats on water exhibiting less density because of its cage like structure with air spaces inside it.
