As water have latent heat but ice does not. They have an extra energy of latent heat. That's why particles of water at zero degree celcius have more energy as compared to parcticles of ice at same temperature.

Particles in water at 273 K have more energy as compared to particles in ice at the same temperature as ice is converted into the water by absorbing the latent heat of fusion. So water particles have energy equal to the energy of ice plus latent heat of fusion.
