Before coming to verdict let's see some of his achievements

Achievements:

Work on infrastructure:
Nagpur Metro: Within 2 years trial run was held. Going to be inaugurated in October this year. Mumbai Metro different phases: It took 6 years to complete just 11 km 1st phase now the government is trying to fast-track work on the next three projects in Mumbai.
Pune Metro: After decade finally it got approval and now work is going on in decent pace. Check this facebook page for real time updates.
Nagpur-Mumbai Super Expressway (Samruddhi Mahamarg): This project will transform underdeveloped Vidarbha by linking with Mumbai. ~70% of land acquisition done with unique land pooling model and work will commence soon. 26 different contractors will be working simultaneously on the project so expecting time bound completion.
With the help of Central Govt , many road projects have either completed or in progress across Maharashtra (specially Vidarbha & Marathwada). Travelling in traditional public transport buses in Maharashtra is a tough task. But Maharashtra Government launched AC buses “ShivShahi”.

This is not limited to metro cities like Mumbai, Pune but available across Maharashtra. I was literally shocked to see such high quality buses.

Agricultural progress
:Despite two years of back to back droughts in 2015 & 2016, the agri commodities were produced at record level.

Jal Yukta Shivar (a small scale water conservation project) is doing wonders as in many drought stressed districts water level has risen and tankers have become things of past.

Allowing farmers to sell Vegetables directly without involving APMC has helped farmers to gain extra & rightful income.
Loan waiver : though I am against this but the best part about this was it was fully transparent with Aadhar linkage to avoid multiple benefits to single person and no relief to MPs, MLAs, local body members, people paying income tax, Government officials etc. This model should be implemented across states
