Turned down a peerage means refusing to take the offer or request received.  

Merit means excellence.  

Order of merit is the merit obtained to a person for his eminent work.  

Jean-Paul Sartre a French novelist was awarded the Literature Nobel Prize by Swedish Academy in the year 1968 for his work filled with ideas, the spirit of freedom and the quest for truth.  

But he declined this offer due to official distinctions and does not want to be institutionalized.
