Rules and Regulations being framed is one

aspect and the successful implementation

of those framed rules with maximum

positive result is another aspect.

Though the fundamental rights and duties

are provided in the constitution of India, the

success of those comes only when people

of the nation are willing and ready to accept

them and follow them.

Unless there is a broad agreement among

the people on the desirability of social

change any law even the constitution law

would have little effect.

It is the attitude of the people that

determines the unity and the validity of the

provisions provided in the constitution.

So I agree with the statement.
