it is so because adding water in acid is very exothermic process. It releases very large amount of heat and energy. It may cause splash and burns and even the vessel may break.... so acid should be added in water not water in acid....

This heat changes some of the water to steam explosively which can splash the acid on one’s face or clothes and cause acid burns.
