Scattered vascular bundles:

Scattered vascular bundles are the characteristic feature of monocotyledonous plants. These plants do have vascular bundles containing a bit of xylem and phloem and are scattered all over the stem’s cross-section.

The stem of monocotyledonous plants is not very woody. It means the plants do not have so much lignin deposition which can make up the woody stem. And without support, the plants cannot grow in girth, because nothing is holding that much weight. These plants are therefore herbs and not trees.
