The statement is false. If a cloud storage stores PHI (Public Health Information) for a Heathcare organization than it becomes HIPPA compliant.

Thus such cloud storages can be used with HIPPA compliance requirement being met. There are pros and cons for everything and even this applies for storing PHI on cloud however, its good to have it on cloud.
