Decentralised - sourced from many places, spread out, not restricted to one specific area
Centralised - The work is mainly concentrated in the given regions.
Now cotton grows best in Gujarat, TN and Maha. so to reduce transport costs all procedures up to spinning are located in these regions.
now as people like to have different designs and styles of cloth , the weaving sector is spread out and brings in artisans and weavers from all parts of the country to meet the requirements of different groups of people.

^ I tried my best, hope this helps.

Itsybitsy: yes
Itsybitsy: Like I am sure you must have heard how people can differentiate the cloth and from where it is produced based on the texture and design
