The co-passengers seem to remain stationary because they are moving at the same velocity and direction, which is same to the train otherwise it would also not seem stationary. Now, you have to try to understand that motion and rest is relative. I'm travelling at a higher velocity and so, relative to me, they are going away because the distance between us is increasing as I travel.
