Train is moving in both the cases.
However, with respect to the co passengers, the relative motion between them is zero despite the movement of the train. This is why they appear to be at rest.
The trees near the track are at rest but due to the moving train, it seems passing by and looks like in motion.

When we see the trees from a moving train, their position is changing with respect to us. Hence they appear to be moving. On the other hand the position of co-passengers is not changing with respect to us, hence they appear to be stationary.
