White is a colour. Black is also a colour. Then why not Black and white T.V is a colour T.V?

I think the reason behind this is that Black and white T.V contains only two colours (that you can know by their name) but the so called colour T.V. have plenty of colours .
Another reason is, there are many things in the world where name doesn't match with the thing.The Victoria Terminus in Mumbai is an example (Victoria never visited it ).
