White Phosphorus, being non polar in nature, can’t react with water as it’s polar. Also it’s a highly strained compound, it can’t be stored exposed anywhere else. So Water is the ideal medium.
But with time, it might dissolve eventually very slowly.
Whereas
White phosphorus has P4 molecules packed into a crystal. These dissolve readily in CS2.
