Dyarchy failed and so did the 'three round-table conferences'. In the early thirties, clouds of the 'Second World War' were gathering and, with a view to woo the Indian masses, the government brought in the Act of 1935. It proposed a federation, an abolished Dyarchy in the provinces and, in theory, brought about provincial autonomy. The division of subjects into three lists: 'Union, State and Concurrent' were also brought about by this Act.
