"Chief minister" acts as a link between the "Governor" and the "Council of Ministers".

"Chief minister" is appointed by the "nominal executive head" of the state or "Governor". He is the "real executive" and "principal head" of the state. He is the "communicative channel" between the "Governor" and "council of ministers". Governor appointed the ministers who are recommended by the "Chief minister", so he coordinates, controls and allocates portfolios to the "council of ministers". If Chief Minister died during his tenure, total council of ministers are dissolved.
