The makers of the Constitution envisaged a partyless democracy. BR Ambedkar, chairman of the drafting committee of the Constituent Assembly, said on 4 November 1948 while introducing the draft Constitution for debate, “Constitutional morality is not a natural sentiment. It has to be cultivated. We must realise that our people have yet to learn it.  Democracy in India is only top-dressing on Indian soil which is essentially undemocratic.”
