Answer:
4) Lord Hardinge. On 12 December 1911, the Delhi Durbar was held in Delhi, to formally announce the coronation of King George V, and his assumption of the title of Emperor of India.
At that time, Lord Hardinge was the Governor General of the British held territories in India, and he was the one that shifted the capital of India from Calcutta to Delhi.
Calcutta however, remained the capital of Bengal, and later on West Bengal.
