In 1919, Gandhi launched Satyagraha against the Rowlatt Act passed by the British which restricted the freedom of expression and strengthened police power.

Annie Besant  opposed Gandhi’s  Satyagraha movement and left Congress and joined the Liberal Party. Her main contention was that the average person would not be able to meet physical abuse with non-violence and  the movement would soon take a  violent course.
