India executive power rests with the council of minister headed by prime minister who is chosen by the majority party or coalition in lok sabha and is formally appointed by minister the council of minister also formally appointed by the president is selected by the prime minister

The members of the majority party or group elect their leader to be appointed as the Prime Minister.
Council Of Minister
Normally only the members of the Parliament are appointed as Ministers.
In case a non-member is appointed as a minister he must be elected or nominated by the parliament within 6 months from the date of his appointment.
Failing this he will have to resign from the Post of the minister.
