Answer:

A resident is someone who lives somewhere particular, or a doctor-in-training who takes care of the patients at a hospital under the supervision of other doctors. You are a resident of wherever you live — your house, town, planet.

A resident, or in full resident minister, is a government official required to take up permanent residence in another country. A representative of his government, he officially has diplomatic functions which are often seen as a form of indirect rule. A resident usually heads an administrative area called a residency.
