MLA is member of legislative assembly of a State, MP is a member of Parliament (either lok sabha or rajya sabha).
When you talk about the ministers, they are the MPs from the ruling party who are selected by the Prime minister to run various departments of the government at the centre.
In the case of State government, the only difference is that they are MLAs from the ruling party and selected by the CM.
