Executive, whatever the prefix it comes with, is that organ of the state machinery which is responsible for the execution and enforcement of laws. It has been classified differently by different people. One such classification is— Political vs Permanent.
Difference between Political Executive and Permanent Executive
Political Executive includes those persons who are elected by the people. While on the other hand Permanent Executive includes those persons who are appointed by any centre or state body.
Political Executive is usually appointed for five years (in India) while the Permanent Executive is permanent as the name suggests. He serves up to the age of retirement as specified.
Political Executive includes Ministers of both centre and state while as Permanent Executive includes bureaucracy (civil servants).
Political Executive is responsible to people for all his decisions but a Permanent Executive is not responsible to people directly.
Political Executive keeps on changing with the change of governments but Permanent Executive remains in office irrespective of the change of governments.
Hope this helps
