Only parliament of india can make laws in india. A bill is first introduced in Lok Sabha a Or house of people as it's members are directly elected by the people. There are discussions during that stage there could be suggestions. If the government accepts the suggestions then amends the bill and re introduces. If all is well then it goes for voting. Once the bill is passed by lok sabha then it goes to Rajya sabha Or council of states. Bill again goes through the same process in Rajyasabha. If it is passed by rajyasabha then it goes to president of india for final approval. President may choose to send it back to loksabha if he or she feels any amendments is required. Eventually President has to sign the bill to make it Law
