The stakeholders who are directly or indirectly affected by forest are as follows:

People living in or around forests; as they depend on various forest produce for their livelihood.
The forest department which is the owner of the forest land.
Various industrialists who depend on forest for many raw materials. For example; the beedi industry needs kendu leaves as raw material. Wood is used as raw material in many industries.
The wildlife and nature enthusiasts.

The forest people are the best as they do not harm the forest and re active participants of Conserving Forest!!

The different stakeholders of forests are;
1. Forest Department
2. The people living around and dependent on forest
3. Industrialist who depend on forest products
4. And the active social activists
I consider the forest department the best for conserving the forest as they own the forest and have control over it.
