When industries grew in India, mills multiplied and there were demands for labours. But often the number of job seekers were more than the jobs available. Also , entry in the mills was restricted. So, the industrialists employed JOBBERS to appoint new recruits. Very often, the jobbers were an old and trusted one.
FUNCTION- they got people from thei villages, ensured them work, help them settle in the city and provided them loans in times of crisis.
