  • Zila Parishad or District Council is the third tier in the Panchayati Raj system added to the Constitution by 73rd Constitutional Amendment Act of 1992.  
  • It is an elected body and it's members shall be elected directly by the people. The chairperson and vice chairman are to be elected indirectly by and from amongst the elected members.
  • The members of the Panchayat Samiti (link between gram panchayat and Zila Parishad)  are ex officio members of the Zila Parishad.
  • The Deputy Chief Executive Officer from General Administration department at the district level is ex-Officio Secretary of Zila Parishad.
  • the Chief Executive Officer, who is an IAS Officer or Senior State Service Officer heads the administrative set up of the Zila Parishad.
  • The member of State legislature and Parliament are also members of Zila Parishad.
  • One-thirds of the total seats are reserved for women and reservation of seats for scheduled caste and scheduled tribe according to the proportion of their population.
